Information session KIA ST | National Technology Strategy: action agendas and instruments
Tue December 3, 2024 | 12:30 - 13:30 | Webinar
The National Technology Strategy (NTS) prioritises 10 (key) technologies that make a major contribution to our earning capacity, are crucial for societal challenges, are important for national security and enable Dutch technological leadership. For each priority, the NTS formulates ambitions for 2035. In the government programme, the cabinet has indicated that action agendas will be drawn up for these ten technologies. To this end, the relevant innovation ecosystem will jointly draw up a plan for each topic. In addition, financing is required to realise the ambitions of the NTS. This information session provides insight into the state of affairs regarding the setting up of the action agendas and the possible financing.
Action agendas and the KIA ST
The Agenda Key Enabling Technologies builds on the agendas and ambitions of the NTS. For each technology, we work towards an action agenda in which all important parties involved in the field describe the most important challenges to fulfill the NTS ambitions for this key technology and which activities are being deployed for this. In this, we are complementary to existing and future initiatives at national (such as National Growth Fund programs) and international (such as IPCEIs) level.
In this online information session, we inform everyone from the broad technology field about drawing up the ten action agendas. We provide insight into which action agendas are already being developed, which parties are contributing to this, what phase the development is in and what the planning of the entire set of agendas looks like. The first interim results of the Optical Systems and Integrated Photonics action agenda will be presented.
In addition, we will discuss instruments that are needed to implement the action agendas. First, attention will be paid to the financial instruments of the government that tie in with the action agendas. It also explains which NWO programmes can support innovation on the NTS topics and contribute to the action agendas.
Provisional programme

12:35 | Overview of the development of the action agendas
From the KIA ST we initiate the development of action agendas for all priority (key) technologies. We discuss the goals, scope and deliverables of the action agendas and how the action agendas are designed. The design of action agendas is initiated in phases. We provide an overview of the current phase of development of each action agenda and present an up-to-date planning for the creation of all agendas.
12:45 | Interim results of the action agenda Optical Systems and Integrated Photonics
The working group for the action agenda Optical Systems and Integrated Photonics was the first to start. The leaders explain how they arrive at a content for this action agenda and present the first interim results of the action agenda.
12:55 | Appropriate financing instruments for NTS subjects
The Ministry of Economic Affairs is investigating to what extent the financial instruments can be further focused on stimulating innovation in NTS subjects. This presentation provides a preliminary overview of the financing instruments that can be used to realise the action agendas.
13:05 | The position of the NTS in NWO's programming
NWO plays a major role in financing research in the Netherlands. As a partner of the KIA ST, NWO provides insight into the way in which their programming can be used for NTS subjects. As such, NWO's programming is also an important instrument for the action agendas.
