3 projects will receive a definitive award of €182.2 million from the National Growth Fund. This was decided by Minister Beljaarts of Economic Affairs and Minister Heinen of Finance. These are the projects LLO Collective Low-Educated and Low-Literate, Aviation in Transition and GroenvermogenNL. In addition, the ministers, who are fund managers of the Growth Fund, have agreed to a change to the QuantumDeltaNL project. With these investments, the government is taking an important step in supporting innovative projects that contribute to economic growth and social progress in the Netherlands.
The projects that are now receiving a definitive contribution from the Growth Fund come from the 1st and 2nd round of the fund. At the request of the government, the projects have refined their plans and submitted additional information in order to qualify for a definitive award. The Advisory Committee National Growth Fund has assessed the submitted proposals and issued a positive recommendation. The government has adopted this recommendation and decided on the following awards:
- LLO Collectief Laagopgeleiden en Lagegeletterden will receive a definitive award of €42.9 million. This project develops regional training courses and a new way of recruiting low-skilled and low-literate people, so that they can more easily progress to vocational education or the labour market.
- Aviation in Transition is aimed at making the Dutch aviation sector more sustainable towards climate-neutral Dutch aviation in 2050. The project will receive a definitive award of €34.3 million. An award of €11.4 million also remains conditional, with a decision moment in 2027.
- GroenvermogenNL will receive a definitive award of €105 million for pilots, demonstration projects and upscaling initiatives. Part of the previous award remains conditional. The aim of GroenvermogenNL is to support and accelerate the transition to large-scale use of green hydrogen in Dutch industry.
- The Quantum Delta NL project focuses on strengthening the Dutch quantum ecosystem. Quantum technology is a key technology that enables radically new products and services. The cabinet has approved a proposed reprioritisation and tightened programming for the project. The changes include a focus on core activities and an improved governance structure.
Next steps
The budgetary processing of these decisions will take place in the Spring Memorandum 2025. The awards will become final after approval by parliament. The contributions can then be used for the implementation of the projects and the next phases of the innovations.
