BGPs: joint programming

Broadly Supported Programmes (Dutch BGPs) are long-term programmes of current innovations relevant to many KIC partners. Partners jointly determine the ambitions, programming and new initiatives. Our core team stimulates substantive discussions between KIC partners and engages new partners. Based on ambition, additional funding can also be sought, e.g. through the National Growth Fund or internationally.

What is a Broadly Supported Programme (BGP)?

Broadly Supported Programmes (Dutch BGPs) are long-term programmes of current innovations relevant to many KIC (Knowledge and innovation convenant) partners. Partners jointly determine the ambitions, programming and new initiatives. Our core team stimulates substantive discussions between KIC partners and engages new partners. Based on ambition, additional funding can also be sought, e.g. through the National Growth Fund or internationally.

Joint programming

The KIA ST makes programme choices through Broadly Supported Programmes (Dutch BGPs). The objective of Broadly Supported Programmes, as the name suggests, is creating broad support for the development of specific key enabling technologies. BGPs directly involve several KIC partners that programme jointly. The topics match the priorities and interests of all the companies and civil society partners participating. The jointly set ambitions determine the programming that is closely aligned with the programmes from everyone's own organisation, the new initiatives to be developed (calls, projects) and supplementing the partners' own resources with other instruments (e.g. national or European).   

This alignment leads to focus and synergy so that the joint effort is more than the sum of its parts. 

Method 

Step 1: reprocessing new topics

KIC partners can continuously propose new topics for reprocessing into BGP through the core team members. The core team keeps an overview of all submitted topics, stimulates substantive discussions between KIC partners and involves new partners. 

If there is sufficient energy and support, specific BGPs are fleshed out in terms of content, focusing on already existing activities at KIC partners. Once the content has been worked out, the (financial) commitment is defined in more detail.

Step 2: review

The nominated topics accepted by the core team as BGP are assessed against indicators. They objectively and transparently assess the potential success of this particular BGP on, among other things:

  • the extent to which the innovation challenge builds on strong knowledge fields, technologies and industries
  • the potential societal impact of the programme, the contribution to solution directions for societal challenges
  • the potential economic impact and valorisation opportunities.

Step 3: implementation

Reprocessed and evaluated BGPs are approved by the theme team. In case of high ambitions, additional funding is requested for BGPs, e.g. through the National Growth Fund or European grants and platforms. KIC partners then jointly programme with their own budget and under their own responsibility. The partners involved jointly organise the substantive implementation and further development during the term of the BGP. In a continuous process, substantive programming, progress and budget are monitored and coordinated between partners and core team.

In a continuous process, content programming, progress and budget are aligned, monitored and evaluated by partners and core team.
